Thomas E. Mann (born 1941) is a senior fellow at the Brookings Institution's Center for Governance and Public Policy. He has written, edited, or co-edited eleven books, most of them about foreign policy. His work on international relations covers an extensive list of topics.
Education
Mann holds a Ph.D. in international affairs from the University of Chicago. He was a Fulbright Scholar at the London School of Economics, and in 1983–84 he was the Maxwell H. Theiler Visiting Professor at the National War College, and he has also taught at Harvard University.
Career
Mann has held positions at the Center for International Studies at the University of Michigan and as a visiting professor at the Brookings Institution. He has served as adviser to the National Security Council and as a presidential appointee to the Commission on the National Intelligence Estimates. He served as chairman of the Joint Chiefs of Staff, Joint Chiefs of Staff, National Security Council, and the National Intelligence Council.
